Android phones, apps and tablets

I wouldn't be surprised if Windows phones aren't being subsidised somehow by Microsoft themselves. They need to get their phones into the hands of the public somehow, but most people don't want a Windows phone.

Microsoft make more money from Android than they do from Windows Phone.

As for that last comment, most people don't know what a Windows phone looks like, so don't even know they don't want one.
