Kind of, you can pull out the complete axle assembly for replacement, but the bodies are usually well worn by the time that's necessary, and the economics of the bicycle industry mean it is barely more expensive to buy complete pedals; rrp on axles is about £35 each, £70 for a pair, against £64/pr for basic Keo2Max pedals.
