The Vigorelli does seem to have a fairly large head tube. When I was racing I used a road stem and deep Nitto track drops, now I'm commuting on it I'm using a Cinelli Pista stem to get the right amout of drop for bullhorns.
The paint stripping idea is a bit silly....
