Report it to the Cycle Task Force? They might have heard about that--very unlikely that the owner wouldn't report that one stolen, with a good description. Chances are the thief has no idea what he's got, or he wouldn't be parading it around so openly. Then again, he could just be a spectacularly clueless rich person who dresses down, you never know.
