What's the deal with the Cinelli 1A? Will it not loosen/tighten? Also, what length is it?

Think it's an 80. It's pretty tight, you can ride it how it is, if you put too much pressure on the drops they will slip round though. The only allen key I have that I can get into the bolt is all gnarled at the end, so I can't tell if it's the bolt or the allen key or both.
