I've got an uncompleted project that may work...
Bought this frame from here a couple of years back as a quick replacement after a crash cracked my frame......

Had a new headset and bottom bracket fitted and intended to transfer over the other parts from my crash damaged frame, but in the meantime picked up a Condor pista ready to ride from ebay and the 'project' got put aside for another day...which hasn't come round yet. So there is f&f, wheels (f/f rear hub) stem, bars, used but ok tyres, cranks, sprocket, etc. Just needs chain/seatpost/saddle/pedals and I think a long reach front brake, plus a little bit of spanner work to be on the road. Don't have any photos, but can take some if interested.
I've no idea what its all worth, so was thinking £110 (£10 to the forum). Am in Chiswick.

Jordancarroll- many thank but my non existent mechanical skills are not up to building from just a frame upwards plus sourcing the extra parts would take me way over budget I think.
Balmain- I may with some assistance be able to just about manage that if everything you say is all there. Photos would be great.
Was in London today iPhone on with gumtree fired up and trawled some truly awful shops (Camden cycles anyone??!!) but nothing doing so appreciate the interest.

I'll try and get it together tomorrow or this w/end and take a couple of snaps. There's no major work req'd, I'd done most of it, then stopped when ebay came up trumps.

Hopefully here's a photo showing how far I got building the bike up. Also found a Condor saddle and some old spd or toe strap pedals if you want them. Another couple of photos of the frame on the original link I think. There is also a set of brake calipers, but the fitting is not right for this frame - you'd need the bolt fitting one, easy to get and pretty cheap. As above, I never actually used the frame - so can't comment on the ride quality. The bottom bracket and headset are new - so a chain, brake and seatpost should see you fine for a bit. Retro frame rather than OTP
Prefer fixed but consider SS
Budget really is £150 tops
