You put an 8mm allenkey in the centre to inset/remove the external BB cup. Strange that the one pictured there ^^^ doesn't have anything to give you leverage. Oh and the other side isn't for a dustcap, it's a bearing tensioner. Like when you tension headset bearings. You just need to tighten that by hand, or use a torque wrench.
