Arc welding is welding in its most basic form. No gas shielding. In West Africa they build Arc welders out of old car batteries (which shows how simple they are). They work but they aren't great. If you're unexperienced they're very good at burning holes in metal or leaving a huge mess.
There are far better ways of joining metals together.
Its quite easy to pick up though.
