17 Cyclists should obey all rules that pertain to car drivers (e.g. one way streets)
but
18 The rules of the road we have now are good for all users
.. or something like that - ie. it's better to obey the rules but some of the rules are counter-safety and counter-convenient. No cyclist should become an outlaw because they are trying to stay safe.
