Justice systems everywhere need a full revamp but it's not going to happen soon. So much stuff looses meaning when you compare it to something else.

I guess. It's just that people who text and kill peds/cyclists get 12 months ban and £500 fine so the penalty for the air show incident seems much higher than what I'd expect.

Racing is different to putting on a show though.

I can't think of any race car crashes that come in close in scale apart from Le Mans in 1955, are there any?

Racing drivers are expected to keep themselves and their co-competitors safe, as far as is reasonably compatible with fair competition, but place the duty of care for everybody else on the race organiser, so the situations are not directly analogous.

You have three basic tests:
How good should the operator have been?
How much was operator error* to blame for the incident?
What would a reasonable operator have calculated to be the potential negative outcome of any error*?
The higher the product of those three values becomes, the higher the penalty should be on the operator.

*I'm conflating negligence and recklessness here, there may be an argument for evaluating them separately.
