Trained Driving Instructor cycle training, and they can pass it along to future drivers.
This is all, work better in the long term, train an instructor, instructor pass knowledge to every drivers, next generation of driver will be aware of how to work with cyclists.
I've been saying that for a while, just wondering why this hasn't been considered, cycle training worked great, but only the cyclists themselves are aware what they do is correct and within the highway code.
