if your riding to the track (which i presuming you are) and aiming for 20-30mph, I'd say you should use a 48-17 gearing, i use that everyday its not spiny and it will achieve the speeds your after. gear ratios totally change when it comes to wheel sizes (say from 26" to 700c) so i understand your pain haha.
in terms of frame, an alloy frame prehaps it really depends on how much you want to spend. track frames are more upright than a road frame so you should take that into consideration
