    I still reckon that cutting a bit of thickish plastic or rubber tubing about 8 / 10 mm in dia and about an inch long would do, then drill two holes (as in my pic of the seatstay bridge) and loop a cable tie through the holes, then through the tube, and then over the bridge. That would sort it.
    Either that or drill the bridge from below, get a little bit of metal (some mudguard kits come with one that is perfect) screw that to the bridge, put a bend in where the mudguard needs to fix on, drill a hole in the guard and the bracket you have made and put a bolt through that. I have done something like the last option on one of my bikes, I will take a picture of it in the morning.
