Joni perhaps find a way to cut bits out to fit between that narrow spacing, so it can be a bit further from the wheel there. Keep trying, it's worth finding a way.
Spacing a bolt or band with a tube is a good idea: skateboard wheel spacers are useful, 8 or 10mm each, stack a couple onto whatever you're using to fix the front end to the chainstay bridge.
