I don't think so, I won it on eBay the other week from a guy in Leicester. Claims he bought it in 1973 (second hand) from Sid Mottram's in Leicester - one of their own frames which in the 60's were built for them by Mercian. The pointed lugs and wrap-over seat stay looks similar to the King of Mercia from the same era (though the seat stay is a little more "basic" looking).
It also looks a little like Zouo's Henry Burton, although his seat stays are a lot more skinny!
