It looks like a Raleigh Dawn Tourist, but the fork crown is not the Raleigh type so maybe it's one of the subsidiary marques such as Triumph or Hercules.
You would see little Sir Walter Raleighs and "RI" stamped into things like the brakes and cranks if it was a Raleigh.
The chainwheel may also give you a clue as back then were often heavily branded.
There may be a serial number on the seat tube.
