Clamp-on brake, as made by Dia Compe (and some others) could get around drilling. I've never used one though so not sure if they really work or just make things 'legal'.

they work fine, just the same as a normal rear brake. the brake caliper comes with a wing nut which is handy for quick removal
I reckon people dont like them because of aesthetic reasons, but mechanically in my experience they do the job welll
