what position is your skid switch in? on the 88 peugots I think the toggle should be just under the bottom bracket shell.
make sure it's set to on (pointing forwards). otherwise you'll only be able to skid backwards.

ahh, that explains everything. there was a recall for the black/orange peugots in 88 due to a wiring fault in the skid switches causing them to spontaneously combust. they were all removed and the holes filled in.
you might be able to get a NOS skid switch kit intended for an earlier model but I can imagine there'd be a lot of work involved in getting it to play nicely with the 88 skid inducers. it'd definitely be a job for a qualified mechanic.
take it to your local halfords and see what they say...
