You'll need 4 rolls for harlequin, assuming you know how to do it(I've faffed it a couple of times) I use 4 rolls anyway to provide a tiny bit more cusioning. If i was gonna do harlequin again I'd do a single wrap first to cover the bars(2 rolls) then another another 4 to do the harlequin over the top.
2 rolls is only just enough to covers the bars usually anyway. -

Also, hockey tape is waaay cheaper than velox bar tape and exactly the same stuff. Surely all you canucks have a roll or 2 kicking around lol.

Oh, and if you do a sweet job of the harlequin it's worth putting some shellac over it to seal it as it tends to curl on the edges after a while. It also soaks up sweat and gets grubby quick.
I wouldn't bother trying to put it over cork(didn't notice that in your first post) as you might rip the cork while stretching the cloth tape tight. I've seen harlequin done with cork but it doesn't look as good.
There's a reason people don't use cloth much nowadays, it doesn't provide much cusioning so def wear gloves on long rides. You'll end up with epic blisters and hands like a docker after a while otherwise. for pre-70's rides it's the only choice tho ;) -

One last thing, look at how japanese sword hilts are wrapped, might give you some ideas for something a little different if you've got the time and inclination. Saw a stunning cloth/cork wrap job done in that style on a ride once. Prob not that practical but was a stunning piece of work.
You've inspired me to have another crack at harlequin for my next build. Just remember, if it's not perfect it looks fucking dire.

I'd reckon 4 should do it. best of luck!
New to cloth tape question:
So I am looking to do a harlequin pattern on my bars on top of my current cork tape....I bought two rolls of cloth tape from planetX only to now find out that I probably need 4 rolls to do both sides of the bars (according to random site on interwebs).....
is this standard or is it because I want to do the diamond wrap that will take up more tape?
When one buys cloth tape is it standard to buy two rolls (one for each side of the bars?)
Thanks!
