Double allen key chainring bolts

Hello there,

At present I have the age old problem of a creaking chainring, which I've put down to the fact that I can't properly tighten one of the bolts. I've tried with a flat bladed screwdriver and even the specific tool, but I can't get enough purchase to tighten it.

Are they definitely the correct length? They will bottom out after a while.
