Diagnosis of type 1 at age 63 is unusual. He is between a rock and a hard place, on the one hand, the pills will help reduce the risk of developing complications of diabetes (e.g. heart, kidney and eye disease) but on the other hand, exercise will help lower his blood pressure.
I think he needs to talk to a diabetic specialist.
