You enter into a contract when bidding/selling so he should sell it to you for that price. Doubt you'll get it, but you can at least cause him hassle with ebay.

Report, neg rep if you want but that won't change much in general since people don't really look at feedback scores...

Tell him first that you'll give him negative feedback and report him to Ebay, before you do it. People are well protective of their feedback, this might swing it for you. Also if he gets mardy you can copy and paste all this in the email to Ebay's customer service.
He's agreed to sell it to you, so he can't back out now.

I had this exact situation- reported the guy, he emailed me telling me to suck his cock if I thought he'd sell me the item at the price the auction ended on.
Ebay said they'd do something, but couldn't tell me what that something would be.
Useless- bloke clearly didn't give a shit about whatever ebay sanction he might get.

Thanks for the help/advice. Ive managed to get through the ebay support system and send them details of what happened, says they should reply within 3 days. The seller obviously doesnt understand how Ebay works at all. Im not going to bother getting the lock from them as Ive found another on here from a decent person. Should of known going on fleabay atleast I haven't wasted any money...Just for comedy value heres what the seller messaged me
"Hello,
Sadly, I'm unwilling to sell on this lock for £13. Sorry for the inconvenience caused. I am going to cancel this transaction through eBay resolution centre, so it would be nice if you could accept my decline of the transaction in the email that will follow.
