i think (tester will know) that in regular horizontal drop outs if you are using, say, a 16t freewheel and the wheel is right at the back of the drop outs, you could swap in an 18t freewheel and you should have enough room in the drop outs to move it forward the requisite amount
/not 100% sure and can't be arsed to look but sounds right
