The little blue outlet to which the inner tube is attached normally just lets water fall splashily into the cistern. The inner tube is just the right diameter and stretchiness to stretch over the end of the outlet, and you just cut it to a length slightly shorter than the depth of the cistern - it should always be under the waterline, but be 1-2cm off the bottom so it doesn't get blocked
