Beyond reasonable repair, I suspect the rim has become detached from the wheel and the whole thing is toast. Not worth anything, in my opinion!

Is it not weldable? I haven't actually seen it in the flesh yet so I really am not sure what exactly the problem is. Any other hunches -

I doubt it, not without fncking up the carbon. You could put a tyre on and pump it up, that will certainly close the gap, and it will be rideable, but the fact that it has moved suggests that the bond between the rim and the wheel has failed, and that has the potential to fail, and it wouldn't be funny when it goes. So it isn't worth anything!

It's a version of Drillium called sawium. Buy it, cut more slots.
When the floods come (and they will) just glue paddles into the slots and you'll be ready to go.
