There are various different designs of seat post with the rail clamp attached to the post through the round window. The Cervelo one uses a serrated cone interface, and doesn't seem to have a reputation for changing angle (although the post slipping down into the frame is another matter)
On my old Dean Ti post, which uses a cylindrical rail clamp in a 'handlebar clamp' type fixing, I used Loctite between the cylinder and bore, the current name for the relevant grade is 2701.
