i can offer you advice rather than parts:
1) Buy a frame and fork/headeset and bottom bracket together if you can as they can be fiddly to match/install yourself.
2) Use bike tutor/sheldon brown to find out what you need to know for the rest.
3) Use the open toolbox (search on here) to find tools you need but as a minimum buy a multitool with allen keys and a chain breaker on it plus a chain whip and lockring tool. -

I'm splitting my single speed Raleigh up (or selling whole if you're interested). I'm your height so the frame should suit you. Shout if you're interested in it or in any of the bits. I'd take £110 for the lot. Or split any bits that take your fancy.
Old Raleigh 3 speed frame with original cottered crank. Mavic Open 4CD rims on 105 hubs (700c on what was originally a 26" frame but if feels good). Marathon tyres with plenty of miles left in them. Rolls saddle. Slightly chopped North Road style bars.
It's no lightweight but the geometry is well comfy and it rolls really well. Quite fast actually. I love it but I've recently acquired something a bit more up my street.

You can have the wheels for £40. Ride absolutely fine but probably need a bit of truing at some point to be absolutely 100% straight.
I'll throw in a single speed 16t kog, spacers, chain (used but with plenty of life) for another fiver.
You can have the Schwalbe Marathons if you want them for 15 quid (rear has some wear but front is really very good).
Back brake's a fiver or yours if you take the wheelset.
Seat post a fiver. (it's a 24.5 if memory serves).
If you're feeling flashy I also have a Shimano 600 seat post brand new and never inserted sized 26.2 for 25 quid.
