Quill stem issues

I would suggest obtaining a big spike, bigger than 22.2 in diameter [round in shape, obviously] - like a wine bottle cap or sth and gently tapping it in with a hammer.
pics would help, of both stem and the steerer.

Yeh i see what your saying I was thinking this myself i might give it a go. just need to find an appropriate spike.

Yeh the bolt is loose I have even taken it off and it still doesnt go in
