I've got a feeling that's the wrong tool. There are 2 splined BB tools that look very similar but one had a larger diameter than the other. I think you've got the smaller of the two.
yep, that one is for a square taper axle, you need one for a splined axle. where are you? I have one.

At the shop we only have the Park BBT-22 at the shop and have never found a splined bb it wouldn't fit. Just this week I used it on square taper and octalink.
At home I only have a RaceFace bb tool and similarly, have never found a bb it wouldn't fit, I have used it on sq taper, isis, octalink and probably some other types.
There are plenty of tools out there that are too short or too narrow inside to sit completely over the wider (isis, octalink, powerspline etc) spindles so if you have the choice of a few, go for the longest and widest internally you can.
