I'm sure one of the beardier chaps on here will be able to give you a more scientific answer but that bit of the lug isn't structural per-se and has probably just popped off a bit from being tightened and loosened a lot... Wouldn't worry about it myself as the rest of the lug looks fine and the tube hasn't split but maybe that's just me being a bit Chuck Norris in my ignorance.

yep, Chompy is right, nothing to worry about, it probably never had enough braze under it, or was otherwise poorly brazed. It won't be a problem so I would just forget about it.

Just building this up after a re-spray and noticed what I would describe as the lug coming away from the seat tube at the bolt. It seems 'flared' open and as you can see I can slip a bit of paper under it.
I so hope this isn't a repair job, please tell me it isn't ! Actually just tell me the truth....
