Not the same. I emailed Bianchi and I was told that:
«- 2010 has a Truvativ cranck chromo;- 2011 has also a front brake which will be deliveres together with the bike and the crack is a retro type Gimondi and this explains the sales price increases with € 50,00».

I'm still confused...:
«There is no difference between the frames you asked for [2010 and 2011], but in the 2011 version the Pista Steel has a Flip/flop hub with Maddux Track f15 wheels and a brake set.

Dude, post links to what you're talking about.
The frame is the same. The Wheels are the same. The crankset is different.
If one of the versions you are looking at has brakes, and you want those brakes, and you are happy to pay an extra 50EUR then buy that one.
If you cannot make up your mind I am happy to make it up for you:
You should buy the 2011 one.
It is a year newer, therefore the resale value will be marginally better. It has brakes. The contrast of the black chainring on the crankset looks better, as does the classic styling of the crank arm.
