I've been reading about semi-fats based on the 1x1, on the MTBR fatbike forum. The max tyre size (on the canti-less version) seems to be a 3" knobbly on a 65mm rim.
Given that both of these are far heavier than you need I'd suggest a 47mm trials rim, with some Hookworms.
