I presume "club clearance" is mudguard eyes/ slightly relaxed?

yes like older club bikes of the day,
yes - not super close clearance. should take at least 700x25 with guards and maybe up to 700x32 or even 27" x 11 /4" and a training (as raleigh used to call it)/ light touring geometry. guard eyes normally a good indicator though i've seen tight ones with them and relaxed ones without
might call these audax / sportive nowadays.
back in the days before we had 'stables' we'd have one all rounder: commute, light tour, club run, race, TT - used as fixed in winter etc. some may have been from 27" wheel era so will be only 4mm bigger than equivalent 700c frame -some may need longer drop brakes.

Hoping you may have what I am looking for... I will be able to PM once my 24 hours is up. I need a 58cm c-t racing frame and forks, 700c, ideally 531 or similar. Horizontal rear drops for fixie, no gear bosses on the down tube. Not worried about paint finish, as I will likely re-enamal.
Maybe one of your track frames?
