I've got a very nice ITM, I've measured it 4 times, twice it came out as bang on 26, then a tiny bit under & then a bit over. it is quite ridged inside so I'll get some bars I know are 26mm, crack out the digi calipers & get back to you.

EDIT, okay the only bars I have free to try on is a pair of Ritchey WCS ergo bars which are 26mm. It fitted relatively easily around the ergo bends but was quite snug onto the sleeve. A dab of grease to get it over would have helped, however I think the stem is likely a 25.8 that is slightly wider at points. Let me know if it might suit
