Ultra Torque bearings cartridges are pressed onto the half-axles on each arm of the crank. The Bearing cups that you screw into the frame are just empty cups. Power Torque has a weird arrangement where the right side bearing sits on the axle, but the left side bearing is pressed into the bearing cup on the frame. So they are not interchangeable.
Pre-2011, all Campy groups had UT cranks, but since 2011, only the top three (Super Record, Record, Chorus) are sold with UT cranks. The reason seems to be that the Hirth joint that joins the two crank arms on UT are quite difficult to machine, so they are more expensive to make.
Since you are buying second hand anyway, try find older, pre-2011 Athena and Centaur. People seem to think the Ultra Torque cranks are better.
