We've been making friends with the metal workers around the corner form the Bike Foundry. They've managed to set up a rig that machine out seized stems from 1" forks.
They said it would cost between £15-20.

@daylightbombings - not yet. The main problem is that seatpost com in different diameters making it hard to have a generic setup to remove them.
@tomd it is reaming.
