Wow, I didn't realise that this would be so difficult to understand and should have obviously worded it better.

If it is general consensus that 'by the' means 'including' then go for it. Make sure your games are played no later than 23:59 on the 17th.

I think this is a small bit unreasonable, given that people will be away for xmas / nye, upcoming icy weather will probably postpone fixtures, and there is the tournament in the excel that a lot of people will either be playing in or want to watch. An extra week would help - and the league will still be finished by the middle of March.
