it's just an older type, I had one and got nuts for it off ebay for about £1.50 and used my exisiting cranks. You might want to use a washer as well to make sure they are on properly though

The threaded part you can see is all one piece through the bottom bracket.

If you ever need to remove your cranks, take care to buy a crank extractor that can open up enough to accommodate the threaded bolt bit of your axle. Not all do.

Currently installed on my bike is an old style shimano BB, similar to picture below:
The issue is my BB looks like this:
