Or another type of internal hub? When reading on the spacing I thought of a SA 5speed w.Drum brake
Mainly, because there may be issues getting 27"x1-1/4 rims that are alloy, steel rims in the wet are horrific, even if you fit V brakes to the mounts rather than canti's.... However, I don't think a drum brake will be powerful enough for a tandem either... Are you sure it's 27 and not 700?
If you can get a nice enough shift with an axle derailleur hanger then I see no reason you shouldn't at least 8speed it!
