Single speed freewheel? Rear axle is straight in the droputs? How's the chain?
Does freewheel spin when you take the wheel out of dropouts? -

ok so the freewheel itself spins just fine. as soon as i tighten it (horizontal track drop outs?) it spins but with a lot of resistance. no wd40 on bearings

catching brakes? washer or nut missing? or is it just a case of water getting and it's gone rusty?
which brand of freewheel? dicta, shimano, white industries etc?

oh hang on....the freewheel spins ok but the wheel doesn't....am i understanding it? sounds like the axle is binding rather than the freewheel, try backing off the cones and see if that improves things

ive tried adjusting the cones but it doesn't seem to make a difference

however, it seems one nut on the axle is stuck whilst the other i can loosen and tighten easily. maybe too much?

If the freewheel spins easily, how's the hub itself? Have you spun it while holding by the axle?

rubbing against seattube maybe?

Pics!
Took my back wheel off to clean everything (note: didn't take any other parts off) once finished put the wheel back on and now it doesn't spin freely as it is supposed to. Any ideas?
