The heater doesn't carry a fuel cost penalty- the air is warmed by diverting the hot water from the engine coolant system through a heat exchanger before it goes into the radiator.
I don't think the heater will be equal to the task in this instance, best wear a thick jumper/wooly hat/scarf.
