Most weird frame designs of roughly that era, are ways of shortening the wheelbase and/or the chainstays.
Its a guess by me. But the odds are good.

The bit that looks like a sheared mech hanger is a bit weird mind.It is a track frame which has been crudely modified for riding on the road for the following reasons
- The drilling for the front brake is off centre and higher than it normally would be;
- Holes in the down tube indicate an attempt to fit bottle cage bosses;
- The crude attempt to allow additional clearance for an inner chainring;
- A chopped off rear mech hanger has been welded and sudsequently ground off again, as evidenced by the residue of weld on the lower edge of the drop out.
- The drilling for the front brake is off centre and higher than it normally would be;

This sounds spot on. Hanger was def put on then cut off...

I reckon Eddy Merckx himself is on your budget after looking at your bikes :D
I'd doubt you'd regret buying the Rossin being so unique.
