Not mine I hasten to add, but I reckon it will be well worth expanding your budget for, Although it may well end up over 200 I reckon get a bid in at 160 and see how you bet on.

A day return to rugby is about £20 so same as postage really and buyer collect bikes always go for less. Could get a real bargain although your guess is as good as mine on the reserve.
ON the trek I'd get the guy to get exact measurements of top tube and seat tube as from the picture it is very difficult to gauge dimension ratios. Could end up being very long.
