I've a very small ally racing bike with sloping geomenty top tube (c-c is 43cm) that has mudguard eyelets and mounts for a rack. Currently with Sora 14 speed STIs and though the chainset might need swapping for lower gearing everthing else could well be fine for your needs. It's in mint condition.
