Your friend just needs a shallow-drop brake. It wouldn't make much sense to have drilled forks that you couldn't fit a brake to.
The brakes on this page have the reach ranges specified http://www.velosolo.co.uk/shoppedal.html

and probably about 10 other threads on here ;-)

The price has gone to £455 now! :) I was lucky to get it for £350 and the bike's amazing too!
A friend bought TK4130 off wiggle as £350 is such a deal!
As he is new to the fixed world he wanted a front brake. So he had to replace the wheelset as the wheels that come with the bike dont have a braking surface. So I got one for him off the forum. The wheels are great
Now the problem is the fork (i think). As he wanted a front brake he bought a dirty harry type top bar lever from condor and condor brake caliper with 49mm drop. But when the caliper is fixed on the fork the brake pads are not aligned to the braking surface with the maximum adjustment possible. In simple words the gap between the fork drilling and braking surface is very less for a 49mm drop brake.
He took it to a bike shop (Putney Cycles) and the mechanic there said that high end shimano brakes would fit on the bike. I checked and all the high end shimanos have 49 mm drop with same sort of adjustment of brake pads.
So what is the solution? Are there brakes in the market with shallower drops than 49mm? Or does he have to change the fork?
