My ex and I looked into this years ago and almost bought a des-res boat up by Battersea Bridge, we looked elsewhere for a cheap mooring so we could get an Amsterdam style barge conversion thingy but couldn't find anything reasonable in London... The cheapest we found was in Rochester, Kent and that was astronomically expensive!?!?! Rickster used to live on a boat, doesn't James Brown live on one too?
