I'd say keep the paint. It's a wicked colour and is full of character. I think lots of GT85 and a rough rag should help sort it out. Plus the head tube lugs are stainless steel aren't they?
Parts wise...
Headset - check the inside races, but I think a new Tange one would be a good idea.
Cranks - second hand campag strada style ones.
BB - a modern cheapo shimano sealed one.
Wheels - try building your own. Silver Mavic open sports laced with ACI spokes onto silver on-one/px track hubs, is an all round solid build that will complement the frame.
The rest of the parts are usable, and you can swap them as and when you're inclined. Altho I would say get a modern calliper brake. A Tektro long drop is probably the sensible choice.
