Frame number fits with 1971 Worksop production, but Carltons seemed to use capella lugs, not Nervex professionals like those.
The BB shell looks Raleigh-esque, and the wrap over seat stays fit with the year.
I'd say 1972 Raleigh International with later braze-ons; the cable guides, bottle cage and shifter bosses would not have been there when built, and the rear cable hanger loop has gone.
