In that way it would make sense that the bye team would be the team with the no other team very similar to them in results (the team that the software already places the least similar to anyone else)? If that's the case, there'd be little-to-no-point in arbitrarily playing two bye teams against each other as all you'll do is upset the SR process for those teams (they'd have skewed standings based on playing a non-similar team).

    TLDR: Playing bye teams off against each other may not work as the teams can come from anywhere in the standings.
