Is it time to start calling out bad cyclists?

He's wearing headphones... doesn't look over his shoulder or indicate when changing lanes.... cuts me up... he then jumps the red light

on a fixed gear, no foot retention, and headphones on, is cycling less than a metre behind a truck on the way to Elephant & Castle. The truck touched the brakes......
